Slashdot (http://slashdot.org) refers to an article in 
broadbandreports.com reporting that 14 states have passed legislation 
prohibiting their localities from operating wideband systems for the 
public, and that other states are considering doing likewise.  Some 
locales are providing WiFi; others have created BPL systems.
