I speak with the Chesapeake Innovation Center folks pretty regularly, as 
the Center is similar in many ways to my outfit.

They're definitely interested in novel RF/"wireless" technologies. 
(Nokia Innovent was an original investor in the Center.)  I'd be happy 
to walk something into them if someone needs an introduction.
