I doubt it is WSC.   WSC is now run by the folks who brought you Slidell Radio... See www.wloradio.com  . No active channels are listed for 137kHz so this may just be an old allocation.

CFH sounds more likely but one can e-mail the WLO engineering to see what is going on there.
