[CRAPRS] Not getting very many updates

I have my Tiny Trak to report every 5 minutes but it does not seem to get 
to the repeaters.. 

I noticed that someone is transmitting at some higher rate since I noticed 
on my handheld. 

Would my ability to hit the APRS be affected by people transmitting at 
higher rates? Is there a method to check who is sending data and at what 
rates?
