Surely the FCC has some protocol for the testing.  I agree that remote 
monitoring from elsewhere (Kansas here) with our beams pointed at VA with 
audio recordings using perhaps Cool Edit or that embeded in WriteLog might 
give some indication of what might happen.  It would be quite easy to set 
the rig on channel before going to work and monitor all day with todays 
large hard drives.  Some spread spectrum system would be a bit more 
difficult. 

I remember in the early CB days riding a farm tractor in the middle of 
Kansas, 90 miles from an major city, listening to CB.  Most of the channels 
were quiet except for the exceptional noise coming from the general channel 
(?), a result of thousand of signals from God knows where. 

Someone have access to the protocol?
