[Lf] New QRSS format for WA2XTF/6

Hi all,
after looking over the snapshot of W3EEE's argo output of the beacon
we thought it would be useful to switch over its format to QRSS.  I did this
by shortening the message and making the dot length = 1500ms which equates
to something like .2 words/min.   Bob and myself are planning to install a 
large
serial inductor soon which we think will improve the signal strength 
(fingers crossed).

Reports, as always, are welcome.
