[Lf] Short Wave pollution

The German Govt. has authorized transmissions over power lines. The
result, so far, is serious pollution of the airwaves.

Now the Dutch Amateur organization (VERON) is concerned that the same
system might be allowed in Holland.
The British have apparently managed to oppose such allocations (see the
RSGB RadCom).
