[Lf] Lowfer BPSK on AMRAD Beacons?

Greetings!

Is there any reason that the highly successful BPSK that the lowfer gang
have been using for a long time and which has demonstrated great success at
very weak signals is not being used on the AMRAD Beacons?  Conversion to
BPSK seems to only require the introduction of an XOR gate in the final TTL
or CMOS frequency and a brain dead PC to make the PSK up....
