I forgot to also add:  At narrow shifts and a high enough baud rate, using
an FFT to measure the shift (as you might be doing) will underestimate the
shift.  The sidebands of each frequency will "pollute" the measurement of
the other in the FFT display. If one generates fsk in the lab, this is
easily observed and give about the right error in measurement that you saw,
ie., 75 BD at 85 Hz shift gives an FFT that appears like one of 75 or so Hz
shift.
