[CRAPRS] Balloon Attempt 2

Going to try to attach the payload to a manned hot air balloon again 
tonight, 6:30 PM local from MXO.  Winds are good now, not sure how 
they'll be in an hour.  I'm looking forward to "following the arrow" 
on my GPS III.  It's like geo caching a moving target.  So when you 
see a balloon icon and two truck icons all in the same area, that's 
just us being APRS geeks to the extreme.
