I haven't tried the radio on the air yet.  It has a receive sensitivity of
about 1 volt to break the squelch.  No transmit power that can be 
discerned.

The TNC-X has a level adjustment that  is used to set the deviation.  I
use the calibrated ear method.  I crank the level until it doesn't get
any louder (limiting) then back off until it is noticeably not as loud.
Seems to work for other radios I've tried.  Thanks for the info.
