[CRAPRS] KC0RMS-2 now on the air

We have updated the KC0RMS digipeater in Independence, it now runs
Uidigi 1.9B3. We also improved the sensitivity by running the GE MVS
radio with open squelch. If anyone sees problems or has a question, feel
free to email me.
