During the month of June, 1995, the Board of Supervisors of Linn County, Iowa passed a new ordinance with associated zoning rules concerning the construction and use of communications towers. This marked the end of a 2 year effort on the part of county officials and local tower users to find a reasonable set of guidelines for tower usage.

Representatives from cellular phone, land mobile, broadcast and amateur services worked as part of the county's tower committee for over two years to achieve this compromise legislation. Three of the local amateur radio organizations: the Eastern Iowa DX Association, the Collins Amateur Radio Club, and the Cedar Valley Amateur Radio Club sent representatives to work with the tower committee.
